Puffer fish raised skin and torn ragged fins

Hey all I was wondering if anyone could help me with my puffer fish and what's wrong. I have a dog face puffer and it's fins appear to have fin rot. I treated it for fin rot a week ago and it was progressing very well. So I decided to take it out of the quarantine tank and put it in my display tank. The next day it's fins were worse than I've ever seen and now it's skin is raised and it looks like little skin colored bumps. As well as I see a couple of white dots on the fins. It is now in my quarantine. Anyone know what's up? Please help

Is there any other fish in the tank that could be aggressive towards him nipping at him?
I have one who gets white dots sometimes. It is ich a parasite. Sometimes they get that when they are stressed or have poor water conditions. Doing regular water changes, a good diet and soaking his food in selcon vitamins can help his immune system to fight it off. If that dont work try some type of meds for ich, but you have to be careful some meds are hard on them because they are scaleless. I have used paraguard on ours once which worked . I'm not sure about the fins but the white dots are ich . Stress coat has also helped our other fish with skin problems.

I wanted to add, that if you ever do use paraguard we did not use the full doseage it said on the bottle because of him being scaleless. I cant remember now but I think we only did half of what it called for.
