Porcupine puffer developed lumps on quills

I have a porcupine puffer that I have had for about 4 years. I feed him krill. His only other tank mate is a damsel and some hermit crabs. They are in a 55 gallon tank. About 4 weeks ago - he stopped eating - actually they both stopped eating. The PH was a little low but other than that, everything tested ok. I performed a 25% water change. About a week ago - he started developing these small beige lumps on the end of some of his quills. I have been to several fish stores and the zoo - only suggestions I have had is that it looks like some type of fungal thing. So I started treating the tank with Pimafix. Some of the spots seem to be getting smaller but I saw tonight he has two more starting. I am including a picture (not real great, but the best I could get). Has anyone seen anything like this before? I am really afraid I am going to lose him.
