Post new orange saddle puffer help

ok im new to this forum but i have afew questions about my new orange saddle, Mr. Fuji (who i do admit was an impulse buy but i was setting the tank up for a puffer anyway) anway, i brought him home like 2 days ago and he is very active and healthy looking (dispite the fact that he was in a freshwater tank at the store and is not a hatchling anymore and should have been in brackish) he happily eats the krills i feed him, but does he REQUIRE a sand substrate, i know his kind likes to bury themselves, because i have large and luckily smooth pebbles and i dont want to change them if i dont have to, i could change out half of it if i need to, hes also eatin the tail fins off of my catfishs but ive read that finnipping is normal, he stops after i feed him, but what im really concerned about is that all he does the entire day except after he eats is swim up and down the glass, i have PLENTY of cover and plants for him to explore does he just need to settle in?

Fin nipping is bad, it is also a sign of stress. How did you acclimate him to the brackish water? How big is your tank? With most fish, pacing is a bad thing. I would suggest (since you don't have it) getting a dish (think small clear pyrex pie dish) and putting the sand in it then carefully placing it at them bottom for him to burrow in until you have the right set up for him.
