Porcupine Puffer swims around fast after eating?

After feeding our porcupine puffer he swims around and around the water circulation pump for at least and hour or he swims fast back and forth across the tank. He starts out like he is hungry and eats good then he acts like something is wrong and dont finish all his food, and starts swimming around the pump and back and forth.
Later he will come back and eat the food that he left on the bottom of the tank.
I feed him shell on shrimp, clams on the half shell, krill, sticks for carnivores and peas. Not all at once but feed him a shrimp and clam and couple peas one day then the next day feed him shrimp, a few krill and couple peas. I feed him a couple of the sticks later on before bed when he acts like he is starving. I also soak his food in selcon and add about 1 drop of kent garlic extreme.
He is about 5 inches long and in a 220 gallon tank. I do a about a 25 gallon water change every other week.
